it's not very neutral as a term. It would be more appropriate to call it something like "intellectual disability", though I hink that what you mean is far more subjective, so in the end I think we should just reject it. Some tags have been proposed like create tag naive +269 and create tag dojikko +11. I think that describing the character personality is much better than describing their intellect
