Romance is not the same as vanilla though. There can be romance with consensual BDSM involved, which is not 'vanilla'. There can be vanilla sex between two fuckbuddies that do not consider love, which would make it not 'romance'. The description uses words like "pure" and "happy ending", which makes me think the OP has 'wholesome' and 'romance' confused. (They are not the same either, see FloppyFish's comment).

I don't know, like other "wholesome" adjacent suggestions this is quite up to interpretation. Maybe we should just let the masses decide whether it applies or not through the voting system, but is that good enough? Also like others already said romance is not necessarily "pure" and "happy" like the description suggests, it can also be "dark romance" which can get pretty twisted and fucked up. The name of the tag itself should be something else, maybe "pure love".

If you want to exclude NTR, then you can exclude NTR when searching (e.g. -tag:netorare). However, I feel the author's vision of romance is more than just "not-netorare" and an explicit tag set for romantic, wholesome story lines WITH happy ending. Is being wholesome and having a happy ending implied in the romance tag, or should that each have their own tags ("romance" tag, "wholesome" tag, and "happy ending" tag) since some have implied you can have toxic romance?

Vanilla and Romance tags can coexist. However, a manga or doujinshi that has the vanilla tag may not have the Romance tag. Romance about in story not include with sex. The fact is that we reading hentai without a common tag like "Romance".

Wouldn't the vanilla tag suffice for this?

lovey-dovey happen in sex but Romance develop with story. That's different.

I think lovey-dovey tag would be fit better
