I'm really happy with how this discussion turned out and how ranchdong applied this. Thanks for this everyone. I think although 'bitch' might seem odd at first glance, it probably makes sense given how JP use 'bitch' [ビッチ] to mean 'slutty'— keyword search this site or see: https://jisho.org/search/ビッチ for example. Which is a bit different from EN usage now/generally but it's still kinda there. Strongly reject @Edge Department: read some of my comments in this thread. If a better def can be made, I think people need to submit a new suggestion. But this is pretty good, honestly.

@bajoujou ehhh I mean I understand bitch brat myself. would "provocative/sassy/annoying/teasing/etc brat" be better? I feel like the "brat" part is necessary tbh

Purely because of 'gaki' which is slang for brat, applied to children (although it does have an interesting kanji etymology as a chinese loan-term). Reminder that "kusogaki" is "shitty brat": a kid who's a spoiled brat. Think of a kid (or childish adult) in manga/anime that pulls down their eyelid and sticks their tongue out. Like vagooo said, a mesugaki is a little girl who teases adult men. It's not usually just a bad kid that gets corrected out of nowhere - the kid antagonizes the man into action. The dynamic is similar to a purposefully disobedient sub in sub/dom play, although it's up to the author to decide whether the brat gets forcibly corrected or if she's actually trying to get sex in the first place. However, I don't know if mesugaki is exclusively gendered for female - if it's used for a shotacon/woman pairing it's rare or I've forgotten. Much like mesugaki themselves, this description needs to get corrected. The last part of the description is inaccurate and way to broad. Any description that doesn't include "brat" or "bratty" feels incomplete. Character archetype of a girl who behaves in a bratty, impudent, and provocative manner—typically this is done by teasing and mocking them.

That very website has the proper combined description he failed to post: "A bratty, feral, untamed loli with the sexual appeal and personality of a wild animal that regularly ridicules adults and mocks them both sexually and socially. At the same time, the metaphor is the perspective of an adult who views the girl child sexually."

People: this is a loli-exclusive category. I agree a def is needed but OP's has many flaws. @Jegutimantion' didn't link pixiv but here is their dic page for it and it doesn't match the OP's post.
