No, there can't. It doesn't say what is being penetrated. You can penetrate the mouth, anal cavity, or many other things. But it's still giving you an inside look at one thing being inside another. Hence: penetration.

They're seeing that the definition proposed only says penetrations. There can be non penetration examples.

Nix "into the cervix," it's commonly used to depict ejaculation of all kinds but ejaculating into the cervix is its own niche thing
