Wouldn't this tag apply to the majority of works that includes males? Needs reworded to specify female other wise this is kind of pointless.

I believe people usually use "pixie cut" as an umbrella term for it. I do agree that this is much clearer though.

I don't think so, short hair can be very cute. Girl short hairs are very much different from boy hair. Also tomboy can be used for personality as well.

There is sadly a lot of long haired tomboy tagged entries. since tomboy is a bit more about character.
There is pixie cut, but it is also a bit too specific and used in different contexts then short hair would, imo.
