One can only have a maximum of ten proposals, there are no guidelines for repeat submissions by the same OP if it's for improvement purposes, and I've seen WAAAY worse ones, so I don't think you will be penalized. For your ease of mind, just leave a message here saying you'd like to have this proposal here rejected and post a link to your newer (and hopefully better) entry.

Okay, for starters 'declining birthrate' may be a more appropriate term you should've used instead. Next is your description, you can add another sentence that is something along the lines of "procreating sex is done in an attempt to increase the population" for another layer of clarity.
Your suggestion is actually good, another plotline-based tag worthy of consideration. If you have an extra slot for suggestions left then try again.
